Why do we read כי תוליד בנים on Tisha Bav, there are other parshiyos that would be fitting, like the tochacha in Bechukosai or Ki Savo?
Tzadikim say that the kria is me'orer the zman. Tzadikim were sensitive and would feel Shavuos on parshas yisro and Pesach on parshas Bo. Chazal did not want us to experience Tisha Bav twice a year so they instituted that we lain כי תוליד בנים which is in the parshas hashavua that Tisha Bav always falls on. ודפח"ח
