Attached is a translation of a part of chapter in Zamir Cohen's book The Revolution 4 page 90.

The main points of the chapter are:

1 The process of sight involves both our external eyes and the minds inner eyes.

2 The head Tefillin which we are commanded to place "between the eyes" go on the hairline above the eyes and not really between the eyes. "Between the eyes" means between the outer eyes and the inner eyes and not between both eyes.

3 This makes sense since we are taught to use our minds to interpret what we see and judge what we see. (No immodest internet as it is bad for you)

4 The scientific fact that the eyes get an upside down picture and the mind turns upside up shows that in fact our minds are involved in interpreting the sight process.

5 The head Tefillin is a spiritual instrument that parallels the human system of vision in all its parts. It receives light from Above and distributes to the relevant organs in the body.

We are taught by the Torah that the eyes and the heart are the weakest organs, easily "taken". Therefore we place Tefillin between our eyes and on our arms opposite the heart to strengthen them.

Talmud Kidushin 30b. Even so did the Holy One, blessed be He, speak unto Israel: ‘My children! I created the Evil Desire, but I [also] created the Torah, as its antidote; if you occupy yourselves with the Torah, you will not be delivered into his hand."
