I have 2 methods which I mentioned to zookeeper which have been tested well and are not easy to bypass. Nothing is 100% foolproof, not even kosher talk only phones for someone determined to access. But these are extremely tough to bypass. 

Both aren't easy to configure and requires physical access to the device. If you need specifics, you can send me a email (or pm if you prefer).

It also depends on if you are trying to whitelist the device to certain apps only, or to keep a browser which is filtered. The first is simpler to implement, the second is more difficult.
