Complicated question. Simple answer.
Women like looking good.
Today's looking good= fashionable.
Today's fashionable= short skirts...etc

Again. I think it's important to understand: Women Like keeping up to other women. They don't think about the men. At all.
(They wish all the men would dissapear and they should be able to wear whatever they wish. 'Cuz they feel good wearing it.
Women, especially girls, don't realize. They think that frum men don't look anyway, so wats the problem? Another rationalization is , that there are so many immodestly dressed women, that a frum girl, mostly covered , cant be a problem. )

This conversation is getting tiring.
But women want people,men and women to think they are pretty,especially men.
This is their tayva.

I had many friends that were girls growing up.
You come from a more yeshivish/frum place,but I can testify that this is a fact among others.

Can you explain to me what this is? How does a fashion starts?

There are designers whose job it is to come up with new fashions, presented by cat walkers, sold by big name clothing shops, imitated by Jewish designers after minimal modifications and that’s what YOU wear.

Now, the driving power behind those fashions is attraction! Whether short or long, hiding or exposing it is all about arousing the men’s desire.

So it all boils down to this point, even if you don't know and want it!

That explains a bit what the Rebbe R' Hersh from Riminov said that every new mode (fashion) brings with it a new illness. My children ask me witch one brought Cancer...
